ANNUAL DEVELOPMENT MEETING
The Public Works Department Development Services Division hosted its' Annual Development Meeting at 1:30pm on Thursday, June 24, 2010 at City Hall, 78-495 Calle Tampico, La Quinta, CA 92253 in the Study Session Room. Staff reviewed and discussed changes or additions made to the Development Engineering Handbook (DEH) and release the 4th Edition DEH. AMERICAN PUBLIC WORKS ASSOCIATION (APWA) SELF ASSESSMENT PROCESS
In January 2009, the City of La Quinta's Public Works Department kicked off its efforts to complete the APWA's self assessment process. The self assessment process compares the City's existing policies, procedures and practices to those practices recommended in the APWA's Public Works Management Practices Manual by nationally recognized experts in the field of public works.
Agencies who have used the APWA self assessment process report significant gains in productivity and increased employee morale just by virtue of the process. The increased dialogue and cooperation necessary to conscientiously complete the process is sufficient to produce immediate benefits.
Completion of this self assessment program also serves as an important step toward accreditation. Accreditation is a distinction bestowed on agencies that have used the self assessment process to assist in developing a strategic plan for the agency. Once the self assessment has been completed, agencies are required to establish goals for complying with recommended practices that are appropriate for the agency. The accreditation process also includes an evaluation by an accreditation team who will perform an on site evaluation and review of documentation produced during the accreditation process.
Tim Jonasson, Public Works Director/City Engineer, states "the self assessment process is a valuable tool that we will use to improve existing practices, enhance performance, increase productivity, improve efficiency, strengthen employee morale and assist the department in fulfilling its’ mission of providing world class customer care. Our goal is to complete the self assessment process by June 30, 2010 and then decide if we will move forward with APWA Accreditation."

Each year (usually in the month of March or April) the City Council begins its strategic planning process for key City documents, including the Capital Improvement Program (CIP). The Public Works Department’s Engineering Services Division is responsible for preparing and updating the
5-Year Capital Improvement Program document.
